The Forest Carbon Partnership Facility (FCPF) is made up of three categories of participants:

1. REDD+ Country Participants from tropical and subtropical regions of the globe;
2. Donor Participants, who contribute to the Readiness Fund;
3. Carbon Fund Participants, who contribute to the Carbon Fund.

Together, these participants make up the decision-making body of the FCPF, the Participants Assembly (PA) and the Participants Committee (PC).

The Participants Assembly, which is comprised of all the countries and organizations participating in the FCPF, meets annually and elects the Participants Committee.

The Participants Committee is made up of an equal number of forest (REDD+) countries (14) and financial contributors (14), and is also comprised of observers representing indigenous peoples, civil society, international organizations, the UN-REDD Programme, the UNFCCC Secretariat and the private sector. The Committee, which meets twice a year, is the main decision-making body of the FCPF. It reviews country submissions, decides on grant resource allocation, approves budgets inter alia.

In addition, the meetings of the FCPF include Observers from forest-dependent indigenous people and other forest dwellers, international organizations, the UNFCCC Secretariat, the UN-REDD Programme, non-governmental organizations and non-contributing private sector entities. These Observers participate in all the meetings and have full access to information in the same way as participants.  

The FCPF establishes a number of ad hoc Technical Advisory Panels made up of individual experts to advise the FCPF governance bodies on specific issues-including the review of Readiness Plans- and to provide technical assistance in REDD-related fields. 

The World Bank is the Trustee of the Readiness Fund and the Carbon Fund and provides secretariat services through a Facility Management Team. It ensures that FCPF operations comply with applicable policies in the areas of safeguards, procurement and financial management.

The World Bank, the Inter-American Development Bank, the United Nations Development Programme and the United Nations Food and Agriculture Organization are Delivery Partners under the Readiness Fund and responsible for providing REDD+ readiness support services to distinct countries. To ensure a uniform set of safeguard standards, the Common Approach to Environmental and Social Safeguards for Multiple Delivery Partners was also approved at the ninth FCPF PC meeting,
